We’ve had one made a few times by Community Safety Net that was funded by local advertising. It’s a decent book including a DVD, lots of information and colouring/activities. We have however, decided not to continue with them as their office is in Alberta so we’ve had a few of our businesses a bit uneasy why an Alberta company is looking for funding in Perth. Considering the number of scams in the world these days, we have decided to bring it all back local when we do our next round.

How do we determine the necessity of the inspection? I can’t find the exact wording (I thought it was in TG-01-2012) that we have to evaluate based on complaint or request to determine if an inspection is warranted but what criteria do we use to make that determination? How do we properly evaluate without seeing the place considering so many property owners haven’t got the slightest clue of the requirements for their building?
Resident requesting help with a smoke alarm?
Inspection request due to property sale?
General complaint against a property?
Here in Perth, we don’t have staffing to conduct routine inspections so those aren’t an issue.
John WilsonParticipantI’m quite certain that it’s beyond our scope to enforce anything beyond the Code requirements. We can advise them if there is an issue in regards to NFPA 25 but can’t enforce it. It would make SO much more sense if the Fire Code required NFPA 25 just like it does NFPA 10 for extinguishers or S536 for alarm systems.
Good point Joe about the insurance. With my VOs, I’ve advised them to ensure if they have any specific regulations under their governing body that supersede the Fire Code. My hospital and group homes have confirmed that Fire Code is all that they require. I’m not sure off the top of my head about the retirement homes but I think they also are Fire Code. I didn’t think about insurance companies…I’ll keep that in mind next time it comes up.
John WilsonParticipantIts pretty clear to me also as to what needs done. This requirement seems to be yet another lane in my uphill battle of owner’s education, I hadn’t also expected to have to educate the service providers in my area.

I haven’t seen the new Leeds 1000 Islands calendar yet. I know there’s several listed for there in the OFC main catalog but it’s been silent since last summer for new offerings. I was told their 2020 listing was a week out back in early Jan but haven’t seen it yet.

How does that work in a department that is busy enough that needs more than one person for each task? Or when people go on holidays and work still needs to get done? At a day-to-day operations level, I get it for consistency but not the appointment level

We use BeeOn but the older, non-web based version same as Cornwall uses. It has a ton of capabilities, almost too many and is very cumbersome to use.
Nick will have the newer web based version which is reportedly much better.
John WilsonParticipantBut if you are not an AFM, what grounds/authority do you have to swear under oath to the facts contained in the Information are correct? I can’t imagine that the JP will accept ‘because the FPO said so’ and no one but an AFM has the authority to enforce the Code.
John WilsonParticipantAgreed with everyone else. Retrofit always applies. Most of my inspections are due to sale. Often a file search request is made, and they are looking for a ‘compliance letter’ (which is a whole other conversation). If they want a current letter, a current inspection needs to be done.
Big changes were made in the 2007 Code regarding protection of openings adjacent to fire escapes serving more than 2 stories which have gone missed by many.
February 5, 2020 at 1:25 pm in reply to: Fire Marshal’s – Electrical Inspection Order Response #11248John WilsonParticipantI’ve only had to deal with ESA 3 times so far, twice under my FPO hat where I issued a Fire Marshal Order and all was good.
The other time was under my Building Inspector hat where an ESA permit existed but unauthorized persons had made alterations beyond the original electrician. That time, after talking to someone at the ESA 877 number, put in a ‘Hazard Investigation’ as the permit was still active. It took several weeks for the inspector to show up. They completely ignored the “call the Building Inspector to arrange access” in the special instructions part. Only by chance I saw the inspector in the yard as I was driving by and stopped. I found out that it was their second attempt – so twice they ignored the instructions.
Emailed correspondence from ESA would be great in these occasions.

Chief and I did 30 or so last year (down from our average) and on our annual blitz night crew knocked on 244, entered 129 and installed 42 alarms plus 28 batteries. We’ve never issued a ticket for non-compliance no do we charge for the detectors, we simply do it to make sure they are protected. I’m a supporter of the model you currently use but that’s not in place here.
Since you already invoice for the devices, where’s the cost savings? Are the crews being paid for their time? Our guys do it on one of the training nights so it is covered there. For the career guys, is it taking away from something else they’d be doing?
John WilsonParticipantI heard back from Publications Ontario. It’s currently only available on elaws with no plan for any other formats. They say the decision rests with OFM as to how (or if) it will be released in print/PDF. I just emailed OFM from the link on the Bulletin.
