AREA OF RESPONSIBILITY:

Reporting to the Deputy Fire Chief, as a member of the Fire and Emergency Services Senior Management Team. This senior leader is responsible for development and implementation of Fire & Emergency Services Fire Prevention polices, programmes and practices so as to deliver the City’s and Office of the Fire Marshal service commitments and for the overall management of the Brampton Fire and Emergency Services Fire Prevention Division.

Responsible for the Fire Prevention Division. The Division Chief, Fire Prevention is responsible for the overall strategy regarding Fire Safety/ Prevention programs. Sets out strategic goals and objectives based on needs assessments, aligned with corporate and divisional strategies. Observes the fire safety industry for new Fire Prevention legislation and initiatives, which will keep the people who live, work and play in Brampton fire safe. Implements the fire safety initiatives using a team-based approach, prioritizing initiatives and new development to ensure needs of users are met. Ensures resources (people and equipment) are available to meet the current and predicted needs. Monitors policies, procedures and standards to adhere to regulations and City standards.

Staff leadership. Provides coaching and guidance to motivate a unionized team of Assistant Division Chiefs, Fire Prevention Officers and other non-unionized support staff. Holds people accountable for delivery of their functional duties, reviews assignments and work schedules and conducts performance evaluations. Recruits new team members. Plans training & professional opportunities for own staff. Ensures HR and Fire Department policies and practices are implemented and collective agreement is administered. Exemplifies excellence in leadership on a daily basis.

Evaluation and improvement. Ensures that monitoring and evaluation procedures are implemented, and continually assesses the effectiveness of current and future fire safety practices. Ensures proper records are kept to track fire safety within the City

Fiscal responsibilities. Prepares, submits and monitors annual division budget. Responsible for purchasing required materials and supplies. Uses industry networks to learn about best practices in terms of fire prevention, and keeps ongoing statistics related to Fire Prevention activities. Prepares reports as requested by the Deputy Fire Chief, may present to Senior Management and/or Council as required.

Provides expertise and advice. Oversees the development and implementation of new Fire Safety/Prevention programs and related legislation. Prepares and conducts lectures and presentations as a subject matter expert. Trains when required to do so. Represents Fire & Emergency Services on a variety of City and community based committees.

Consensus builder. The Division Chief of Fire Prevention works diligently to achieve cross-divisional consensus and develops, fosters and maintains effective working relationships with all customer and peer groups.

Legislative responsibility. Perform the duties of Chief Fire official as set out in the Fire Protection and Prevention Act, 1997, and Fire and Emergency Services Policy 10-04, Chief Fire Official.
 

SELECTION CRITERIA :

Education:

Degree/Diploma in Public Administration, Business Administration, Fire Services Administration or Graduate of

the Ontario Fire College and/or a combination of education and work experience in a related field.

Formal education in inspections, enforcement and fire safety programs

Training in various specialty areas, such as Fire and Building Codes

Experience:

Min 10 years of progressively responsible fire service experience with a focus on fire prevention and

enforcement

Management experience that includes the leadership of others in a unionized environment

Mandatory Requirements:

Valid Class “G” Drivers Licence

Other Skills and Assets:

NFPA 1031 level 1 and II preferred

NFPA 1033 and NFPA 1035 an asset

Exceptional presentation, demonstration, facilitation and speaking skills for communication delivery to diverse groups

Demonstrated ability to oversee and manage administrative responsibilities

Demonstrated ability to provide training for staff

Previous budget management experienced is an asset

Trustworthiness and ability to demonstrate integrity

Proficiency on computer software, i.e. Microsoft Office
