David, you can find lots of policies regarding smudging online particularly University or Colleges. I have some links and documents i can send you if you want. We do spiritual smudging at home and although it does produce significant smoke, I haven’t set off any alarms (yes, they do work!). Like I said, there is lots online and they are pretty much all the same. We have a fairly large Metis and First Nations population so smudging is something that goes on all the time. Sorry I do not have any first hand experience with Agni practices.
