Hey Joe,
When dealing with a requirement within Retrofit that does not meet the acceptable solution I indicate to the owner they only have one other option. In this case an approved Life safety Study in accordance with 9.1.1.2.(1).(b).
I would not use 9.1.1.3. unless you are a Professional Eng or Architect.
