We looked at giving people a time to purchase and install alarms as required with a follow up and possible fine IF they had not installed alarms.
Manpower and time limitations would make that difficult in a lot of cases, and we felt that it was very similar to bribery, or even threatening if we told them to install or else face a possible fine.
The game has certainly changed with the addition of CO alarms.
We are evaluating our SOG’s over the course of the year and we will see where that takes us.
