Please find attached the follow-up Notice (English French) that is meant to inform you that Health Canada has recently updated its danger determination and risk mitigation measures for certain containers of pourable alcohol-based fuels and certain portable firepots that use those fuels.

In response to incident reports describing fatalities and serious injuries resulting from flame jetting occurrences, Health Canada distributed a Notice to interested parties in October 2019. The danger determination included in that Notice concluded that certain containers of pourable alcohol-based fuel and certain portable firepots that use those fuels pose a danger to human health or safety under the Canada Consumer Product Safety Act. The October 2019 Notice also stated that meeting the performance criteria outlined in the draft ASTM International work item ASTM WK60590, “New Standard Specification for Flame Mitigation Devices for Disposable Flammable Liquid Fuel Containers”, or the equivalent, may be sufficient to mitigate the danger to human health or safety associated with certain containers of pourable alcohol-based fuel.

Since October 2019, the ASTM technical committee has concluded its work on ASTM WK60590, which has led to the September 2020 publication of ASTM F3429 / F3429M – 20, “Standard Specification for Performance of Flame Mitigation Devices Installed in Disposable and Pre-Filled Flammable Liquid Containers”. As a result, Health Canada’s danger determination has been updated to reference the final standard. Containers of pourable alcohol-based fuel sold on the Canadian market are now expected to meet the requirements of ASTM F3429 / F3429M – 20, or the equivalent. The updated danger determination includes updated incident data and new “Definitions” and “Scope of Affected Products” sections that improve clarity regarding the products that are considered in scope and outside the scope of Health Canada’s danger assessment. These sections reflect details communicated to industry stakeholders since the distribution of the October 2019 Notice.

Depuis octobre 2019, le ComitĂ© technique de l’ASTM a terminĂ© ses travaux relatifs Ă  la norme ASTM WK60590, donnant lieu Ă  la publication, en septembre 2020, de la norme ASTM F3429 / F3429M – 20 « Standard Specification for Performance of Flame Mitigation Devices Installed in Disposable and Pre-Filled Flammable Liquid Containers ». SantĂ© Canada a donc mis Ă  jour son Ă©valuation du danger pour faire rĂ©fĂ©rence Ă  la version finale de la norme. Les contenants de combustible versable Ă  base d’alcool vendus sur le marchĂ© canadien devraient maintenant se conformer aux exigences de la norme ASTM F3429 / F3429M – 20, ou Ă  des critĂšres Ă©quivalents. La dĂ©termination du danger mise Ă  jour comprend des donnĂ©es mises Ă  jour sur les incidents et de nouvelles sections intitulĂ©es « DĂ©finitions » et « PortĂ©e des produits touchĂ©s » pour clarifier d’avantage les produits qui sont concernĂ©s et ceux qui ne sont pas concernĂ©s par l’évaluation du danger de SantĂ© Canada. Ces sections reflĂštent les dĂ©tails communiquĂ©s aux intervenants de l’industrie depuis la distribution de l’avis d’octobre 2019.
